The Court Resolved to NOTE the Memorandum dated 11 April 2003 of Court Administrator Presbitero J. Velasco, Jr., in compliance with the resolution of 11 March 2003. The Court further Resolved to DIRECT the Executive Judges to take an active role in bringing to the attention of the Council for the Welfare of Children or to the Local Councils for the Protection of Children any violations of the Rules and Regulations on the Apprehension, Investigation, Prosecution and Rehabilitation of Youth Offenders so that corrective measures may be immediately undertaken. In this connection, the Office of the Court Administrator is hereby required to DRAFT the rules on the matter and SUBMIT the same to the Court En Banc before 15 July 2003. (Signed by Luzviminda D.
